An alternate digital identification system that will replace the need to show actual Emirates ID cards to access essential services is about to be implemented in the United Arab Emirates. The system will use biometric identification and facial recognition to expedite service access across multiple sectors, and it is anticipated to launch within a year.

Currently, the Federal Authority for Identity, Citizenship, Customs, and Port Security (ICP) is attempting to increase the use of e-Emirates IDs in industries like telecommunications, banking, healthcare, and hospitality.


Development of the e-Emirates ID System

During a meeting of the Federal National Council (FNC), member Adnan Al Hammadi expressed concern about the necessity of physical Emirates ID cards despite the nation's notable advancements in digital transformation.

According to Al Hammadi, residents still face difficulties because of this requirement. Physical ID cards are still required for patients to receive healthcare services, and banks require

them to conduct financial transactions. Also, hotel guests frequently cannot check in without presenting their original Emirates ID. “There is an urgent need for fast, effective solutions to streamline identity verification in these essential sectors,” he stated.

Moreover, Minister of State for Federal National Council Affairs Abdul Rahman Al Owais responded on behalf of the ICP, confirming that e-Emirates ID has already been successfully deployed across numerous services. He explained that the authority will prioritise expanding its use in the sectors highlighted by the FNC.

During GITEX 2021, the authority previously introduced the face recognition feature for the UAEPASS app. This first safe national digital identity allows citizens and residents to access various services.

Additionally, requesting a digital copy of official documents, such as e-Emirates ID—the electronic version of your actual Emirates ID card—is one of these services. It can be safely stored on your phone via government apps like UAEPASS or ICP UAE.

The UAEPASS app will facilitate identity verification in line with ICP, allowing for integration of technologies from various industries into the authority's systems. Cooperation with various partners will aid in the development and testing of advanced biometric identification systems.

Goals & Public Engagement

As part of the “Government Bureaucracy Elimination Plan,” a broader strategic framework was unveiled in August 2024, which includes the biometric ID initiative. Identifying and removing inefficiencies in service delivery was the goal of the “Month of Eliminating Government Bureaucracy” campaign,

which was a crucial component of this strategy.

Furthermore, the UAE Authority organised events in malls, community councils, and service centres to gather public input and promote creativity. They also established the Bureaucracy Elimination Award to encourage change and improve service efficiency, and streamline processes.

In essence, the UAE, a global leader in smart governance, is enhancing citizens' lives through secure digital services and biometric ID integration, aiming to provide transparent, efficient, and citizen-centric governance, while ensuring compliance with legal requirements and data protection guidelines, fostering trust and preserving the advantages of its intelligent services.
