- Definition of the objectives of the organization:

The value of the staff member's work for the Organization is determined by the amount of contribution to the achievement of the Organization's objectives.
The staff member contributes to the objectives of the Organization by achieving the sub-goals derived from the objective of the Organization. Each sub-goal of the staff member contributes to the objectives of the Organization.
Achieving the sub-goals requires the staff member to perform the necessary accomplishments, which in turn require the staff member to train in the skills and acquire the capabilities that help to perform them.
